Keterampilan berpikir tingkat tinggi yang diterjemahkan dari Higher Order Thinking Skills (HOTS) adalah kegiatan berpikir yang melibatkan level kognitif hirarki tinggi dari taksonomi berpikir Bloom. Secara hirarkikal taksonomi Bloom terdiri dari enam level, yaitu knowledge (Recall or locate information), comprehension (Understand learned facts), application (Apply what has been learned to new situations), analysis (“Take apart” information to examine different parts ), synthesis (Create or invent something; bring together more than one idea) dan evaluation (Consider evidence to support conclusions). Anderson, L., and Krathwohl, D. (eds.) (2001) dalam bukunya yang berjudul Assessing: A Revision of Bloom’s Taxonomy  yang dipublikasi oleh Publishing Co, New York, US merevisi level taxonomi ini menjadi remembering, understanding, applying, analysing, evaluating, creating. Hasil revisi dari Anderson and Krathwohl ini sangat mudah diterima oleh banyak saintisi dan praktisi sehingga keberadaannnya selalu menjadi rujukan dari perkembangan teori pembelajaran.

Dalam perkembangannya remembering, understanding, applying dikategorikan dalam recalling dan processing, sedangkan analysing dan evaluating dikategorikan dalam critical thinking dan yang terakhir creating dikategorikan dalam creative thinking. Kemudian bagaimana mewujudkan HOTS ini dalam pembelajaran? Jawabannya adalah mengintegrasikan level berpikir ini dalam proses belajar dan evaluasi. Dalam proses pembelajaran paling sedikit harus melibatkan pendekatan saintifik 5M, sedangkan dalam evaluasi soal-soal yang dikembangkan harus tidak hanya terbatas pada level applying namun sampai pada creating.
